My Speech To The CDDS


This is the text of a speech I gave for the California Department of Developmental Services at a symposium held for social service professionals from all over the country on outcome based programs in October of 1998 in San Pedro CA. My intentions were to expose the lack of utilization of resources for consumers by their caregivers, counselors, and administrators because they often overlook the most important "resource" of all...THE CONSUMER!

It is not enough to just plug a consumer into either this program or that assistance scheme. It is nearly always more important to get meaningful feedback from consumers than it is to follow the advice of any panel of "experts". Without accurate and timely input from consumers no project, service, or support will succeed in its intended purpose.

Protection & Advocacy links by State: If you feel that you have been short-changed or discriminated against because of any reason concerning disability or need a little guidance or advice in protecting your rights you can find the agency in your state that is there to help. They are there to serve the disabled community at large, regardless of which disability or extent of it's effects. These agencies can and do investigate certain situations and pursue legal recourse when needed. They are not personal injury lawyers to represent individuals, but have the ability to help you secure those services if you need them.

The National Institute of Neurological Disorders and Stroke / Cerebral Palsy: This site should be required reading for parents with a new diagnosis of a child with CP. It provides a great deal of basic information that would immediately improve not only the child's prognosis, but the parents outlook and understanding as well. Stroke and patients of other neurological conditions can be better helped and understood using the information here as well.

Hypertext Webster Gateway Dictionary: Like it says, it's a dictionary. But there's lots more to it than just that. You can access Roget's Thesaurus, WordSmyth English Dictionary -Thesaurus, WWWebster by Merriam -Webster Inc, dict.org and Dictionary.com from this page.

Amazon Book Store: I'm sure that almost everyone has heard of Amazon.com. But just in case you haven't, Amazon.com handles a huge listing of books that makes them one of the most popular sites on the web. I ran searches on a few "obscure" books relating to disabilities and guess what!?! They came up in nothing flat!

Advantage Bag Company: You can find all kinds of bags designed especially for use with wheelchairs and walkers and about any other type of mobility aid I know of. I use their products myself and have always been very happy with their quality. This company was started out by another disabled woman on a tabletop at home because of her own disappointments with the products that were available at the time. It has become one of the most respected suppliers of these types of products that I'm aware of.

Service Dogs and More: This site is going to the dogs! Learn about service dogs and find links to other sites about them. Ivy, my hearing dog, falls into a special category of service dog...but she's so much more in my life.

Allexperts.com Medical/Neurology Resource: Get connected to real medical professionals through this resource.

Trish and John's Resources for Parents With Disabilities: There is more information here, or is linked to from this page about parenting with disabilities than I've ever seen before. It is the only site that is completely dedicated to that subject that I have ever found. Trish and John provide a vital and much appreciated starting point for anyone with a disability that is a parent or considering becoming a parent in any of its aspects.

Dr. Ruth Webb, Phd: has spent most of her life as a counselor and written extensively about disabilities. She has CP, but more than that she has a wealth of knowledge and experience she's willing to put to work for you. Need help? Go see Dr. Ruth's site!

US & Canadian Independent Living Centers by State: This page lists by state and province the organizations within them the resource services available that assist in obtaining living arraignments for people with disabilities. It is sponsored by the "Uppertone for Quadriplegics" which is a spinal cord injury resource.

U.S. Dept. of Education: This site is the starting place to find student aid for any person. It will take some detective work. If the information you seek exists, you should be able to find it here.

Anee's Cerebral Palsy Info Central: Anee has one of the most comprehensive sites for all things concerning CP I have ever visited. If you need to know something, want to find something or just join in the CP community, this is a great place to start!

The Disability Link Barn: If there was an award for the site with the most links in the disability field this one would definitely win. 1,000 PLUS AT LAST COUNT!

Disability Info-Center: This site gives you a fast, well rounded group of disability links consisting mostly of those sites which are of the most interest and/or importance to the individual, family, care-givers or professionals providing services to those with disabilities.

DAWWN: Disability Advocacy Work With Networking: A site filled with many, many useful links to both commercial and non -commercial sites.

Cerebral Palsy Tutorial: Basic information about CP with links for other disabilities.

Cerebral Palsy and Deaf Organization: This is a brand new website (4-99) and they haven't had the chance to post much, but from the smiles I found on their page I expect some really good things to come.

The Cerebral Palsy Network: This site has made some changes. When you get a chance take the time to stop by and visit the site.

National Down Syndrome Society: This site provides information for parents and professionals alike about the status of the latest research being done. It also has a referral service to help support other groups and provides access to Barnes and Noble Publications concerning Down Syndrome.

National Fragile X Foundation: This site summarizes recent events and posts upcoming events on the Foundations calendar as well as providing information, resources, and references. Additional supports, information and materials are available to parents and professionals in various specific areas.

Epilepsy Foundation of America: You will find descriptions of epilepsy, information about the Foundation itself and links to related sites. There are special sections that are geared towards women and children with epilepsy, as well as an online bookstore you can browse.

Take a Closer Look: This commercial site offers information about the company's products that are accessibility aids for computers. Some of their products and keyboard guards that allow a person with a great deal of involuntary movement access to a computer, a huge keyboard with an accessible layout as well as pointing devices and other devices that allow one hand access to the computer.

The Electronic Speech Enhancer Information Page: This is a commercial site that provides public information about an automated speech processing system that will clarify and/or provide volume increase for people with speech problems. "Communication with strangers is often the front door to independence." is their catch phrase, but is true none the less. This new device is patent-pending and is used as a prosthetic device, diagnostic and therapy tool.

Alliance for Technology Access: If you're looking for practically anything technical in the way assistive devices chances are these people can help you.

Infogrip, Inc. Home of the one handed keyboard: This site offers more than 200 products including one handed keyboards, voice reco9gnition software, ergonomic keyboards, mouse alternative pointing devices, touch screens, switches and switch access products and ergonomic supports to name a few. You can request a printed copy of their catalog by filling out a form on the page or by e-mailing their sales dept. They also list their postal address for those that prefer licking stamps and envelopes.

U.S. Department of Justice, Civil Rights Division, Disability Rights Section: The table of contents list the ADA, Fair Housing Act, Air Carrier Access Act, Civil Rights of Institutionalized Persons Act, Individuals with Disabilities Education Act, Rehabilitation Act, Architectural Barriers Act and other sources of disability rights information. Reproduction of the documents are encouraged as are their distribution.

Adoptive Computing Technology Center: A university-based program specializing in adoptive technology.

Disability Information for Students and Professionals: This site is designed for the student that is working towards a career in working with individuals with disabilities. You will find job listings, opportunities, a live time discussion forum and over 200 links to other disability sites organized in an easy-to-find reference categories.

Pedia Net: A comprehensive pediatric health and information resource for parents, children, and health professionals.

Family Village Library: An online "card catalog" covering hundreds of disabling conditions; all are written for the non-professional and very easy to understand.

Mainstream Magazine: One of the few magazines for the disabled that's stood the test of time. Good Links.

Ability Network (Canada's Cross Disability Magazine): Good resource with GREAT kids section on the site.

IMPACT Online: A cyber mag dedicated to telling it like it is from the looks of it. It's still being developed and will undoubtedly get even better. Bookmark this one!

Inspirational Book

Frances Becomes a Person recounts the eventful life of author Ruth C. Webb's beloved housekeeper, Frances Elizabeth Lohr.  Virtually an outcast, Frances ' journey begins at the age of thirteen.  The journey on which she continues throughout most of her life will lead her toward the goal of finding a home - and a purpose.

Many events make mildly retarded Frances feel alone, unwanted, and unloved.  After the devastating death of her father, Frances moves from her family's home to a neighbor's farm.  Here, Frances encounters a farmhand who rapes her.  When worsening seizures force France to be moved to a county home, she finds a new purpose-as a kitchen assistant.  Just when she is comfortable in her new life, circumstances force Frances to move again, this time to a state hospital school.

After twenty-two years of the same routine at the state home, Frances is presented with a new opportunity.  Dr. Ruth Webb, a new psychologist in town, needs a housekeeper-and Frances is the top candidate.  With Dr. Webb, she finally finds a loving home, where she continues to learn, grow, and contribute to others until her death at age seventy-five.

Ruth C. Webb, Ph.D., was born with Cerebral Palsy.  She attended Drew University (B.A.), Syracuse University (M.A., ED), and the University of Illinois (Ph.D., DHL).  Dr. Webb spent twenty-five years working with physically handicapped and mentally retarded persons. The University of Iowa Press published her memoir, Journey into Personhood, in 1994.
